Bacolod SP Urges Legal Compliance of New BACIWA Wells

The Sangguniang Panglunsod (SP) approved a resolution filed by Councilor Wilson Gamboa, Jr. last July 12, 2017 enjoining the Bacolod City Water District (BACIWA) to comply with all environmental and other related laws in the operation of existing and construction of six (6) new production wells.

The Gamboa Resolution detailed various legal provisions for BACIWA to comply, among others these are, Section 4 of Presidential Decree 1856, Article 13 of the Water Code of the Philippines, Section 26 of the Local Government Code, Section 27 of the Local Government Code.

Gamboa Files Ordinance to Ensure Quality Boarding Houses in Bacolod

Bacolod Councilor Wilson Gamboa, Jr. files proposed ordinance last July 9, 2014 that will strictly regulate the operation and maintenance of boarding houses and dormitories – mainly registration of tenants or occupants, government permits and licenses, fire protection system, sanitary permits (food, kitchen, rooms), water supply, waste disposal, among others.

Bacolod SP O’Ks Random Drug Test

A resolution enjoining the City Health Department or any drug testing laboratory accredited and monitored by the Department of Health (DOH) through the Office of the Mayor to conduct annual random drug testing among officers and employees of Bacolod City Government Offices, whether elected or appointed, was approved by the Bacolod Sangguniang Panlungsod (SP) Wednesday.

Authored by Councilor Wilson Gamboa Jr., the resolution said there is a valid compelling public interest to be protected by the random drug testing among government elected and appointed employees as long as it observes certain constitutional safeguards.

Gamboa to Chua: ‘Go to Court with Clean Hands’

Bacolod Councilor Wilson Gamboa, Jr. filed last May 19, 2014 his counter affidavit against Crispin Chua, private operator of the Bacolod North Bound Terminal, the seven counts libel suit citing "violations upon violations" of the Memorandum of Agreement (MOA) covering the operations of said transport terminal.

Councilor Wilson Gamboa, Jr. files counter-affidavit and sworn by City Prosecutor Ma. Mercedes Saril last May 19.*

"I can enumerate these violations with authority being the principal author of City Ordinance 461, series 2008, the ordinance which created the Bacolod North Bound Terminal," he said.
