CA Reverses Ombudsman Order Dismissing Bacolod Mayor, 8 Others

The Court of Appeals (CA) in Cebu reversed the decision of the Ombudsman to dismiss Bacolod City Mayor Evelio Leonardia and his co-respondents for grave misconduct and gross neglect of duty.

In a September 6, 2017 promulgation signed by Associate Justices Germano Francisco D. Legaspi and Marilyn B. Lagura-Yap, and Executive Justice Gabriel T. Ingles of the 18th Division of CA-Cebu, the CA cited the Aguinaldo Doctrine is applicable in the defense and the merits of the case alone were already sufficient to exonerate him.

Bacolod Ready to Enforce Smoking Ban with 2-Pronged Approach

Bacolod City Councilor Caesar Distrito said the city is implementing the Smoking Ban with two approaches to make it more effective.

Distrito said City Mayor Bing Leonardia had already issued an Executive Order convening the Bacolod Anti Smoking Taskforce.

The Taskforce is chaired by the Secretary to the Mayor Atty. Ed Cuansing representing the City Mayor, and co chaired by Coun. Caesar Distrito representing VM Elcid Familiaran.

DILG SERVES DISMISSAL ORDER TO 9 BACOLOD EXECS

The Department of Interior and Local Government (DILG), last Tuesday served the dismissal order of the Ombudsman to nine city officials and employees of Bacolod City.

This was confirmed by Atty. Anthony Nuyda, concurrent DILG director for Western Visayas and Negros Island Region after receiving a letter from local government Undersecretary Austere Panadero.

The Office of the Ombudsman found Bacolod City Mayor Evelio Leonardia along with nine current and former city officials who have been ordered dismissed from the service after they were deemed guilty of grave misconduct and gross neglect of duty for the questionable procurement of P50 million in furnitures and fixtures for the local government center between 2008 and 2010, during Leonardia’s earlier term as city executive.

He also said, aside from being industrious, Filipinos are dedicated to their job. The reason why employers abroad prefer Filipino workers.
