* ‘WATER FIRST’. From 09751109193: Bacolod City Mayor Bing Leonardia is right. What must be complied must be complied first before any entity can start business transactions. However the problem of acute water supply shortage under BACIWA is a different thing. It is water a basic necessity. In my opinion, Mayor Bing will allow Bacolod Bulk Water Inc. to start injecting water supply to BACIWA to enable BACIWA to give more water to thousands of Bacolodnons, while BBWI is still complying with occupancy permit requirements. Need Bacolodnons say more?
