BACIWA Board Reinstates Carbon as GM
“We have to reinstate Atty. Juliana B. Carbon as general manager of the Bacolod City Water District (BACIWA), as mandated by the court. We have no choice otherwise. We will be liable for contempt of court having ordered the reinstatement of Carbon as general manager of the water district.”
This was reportedly the statement of Atty. Lorendo Dilag, Chairman, BACIWA, during the presscon yesterday, August 7.
On the part of Carbon, she needs to report to BACIWA and assume the post otherwise she is liable for abandonment of duty.
Carbon is meantime securing clearances from the Department of Justice (DOJ) being part of the prosecutor’s office in Bacolod City.
On the other hand, the incumbent general manager Engr. Mario Macatangay has filed a leave of absence starting August 7 until August 18, 2017.
His presence at BACIWA started when the employees asked the Local Waterworks Utility Administration (LWUA) to intervene on the squabble in the District. Hence, LWUA sent Macatangay to sit as OIC until the Board appointed him as general manager, that Atty. Carbon, then GM, with hurt feelings, gave way and applied with the DOJ, but continued her cause before the Civil Service Commission (CSC) that decided in her favor.
Hence, Carbon is back to BACIWA, and is warmly welcomed by the employees, having rose from ranks also.
