The ceremony started with blessing rites led by Fr. Norbert Alvin Cañada and followed by a prayer and the singing of the "Martsa sang Silaynon" led by the Division Choir.
Turning over ceremony was graced by Mayor Jose L. Montelibano, SP Councilor Rosalinda Caja, Project Officer Beverly Gonda-Berame, Regional Director Mildred Garay, OIC-Schools Division Superintendent Dr. Neri Anne M. Alibuyog, Library Hub Coordinator Marjorie Bastida, District I PSDS Augusto B. Caro, PESPA Pres. Salvacion Senayo, Teacher’s League President Alicia S. Pedral, and SSES student representative Danica Laine Gamboa.
Montelibano said this is one of the steps in enhancing the literacy rate and make the city number one.
Positive reactions were gathered from the public after it was being blessed and inaugurated.
"Books that will be used by the public will be delivered in August," Bastida said.
"Love for reading must be developed. And I am thankful that the city government prioritizes education," Bastida added.
On the other hand, Berame encouraged Silaynons to make the city’s library hub functional and to see the city as a reading community.
Gregorio Legarde, OIC Librarian, is grateful for this breakthrough because it can serve the general reading public, most especially those who are physically handicapped and senior citizens.
Legarde will take his seat at the second floor of the library hub. First floor of the library hub will cater to seminars related to reading activities.
Bro. Armin Luistro, who was supposed to be in the turning over ceremony, have earlier signified his inability to come because of his scheduled trip outside the country.* (Joanzen D. Dedoroy)
